I am Roy Stoltzner, a dedicated father, healthcare professional, and advocate for sustainable development in our beloved Reno. With two young daughters who inspire me every day, I am deeply committed to ensuring that Reno remains a place where families can thrive in an outdoor-friendly, blue-sky environment.

Professionally, I serve as the CFO of a successful medical practice, bringing financial expertise and a strong leadership background to the table. My experience in healthcare extends further; I am also trained as a perfusionist, where I spent many years providing direct, life-saving care to patients. I want my daughters, and all our children, to enjoy the same opportunities and quality of life that make Reno unique. I am running for City Council to safeguard our future and to advocate for policies that support sustainable growth and community well-being.

City council members are on the front lines of local governance. They make decisions that directly affect the daily lives of residents in ways that state or federal officials do not. This includes local ordinances, zoning regulations, public safety policies, and community services, which all have immediate impacts on the community's quality of life. This office is uniquely positioned to respond quickly to the needs of its constituents. City council members often live within the communities they serve, providing them a better understanding and faster response to local issues and emergencies compared to more remote state or federal bodies.

I find the leadership styles of historical figures like Andrew Jackson and Calvin Coolidge particularly instructive, each in their own way. Andrew Jackson, for example, was known for his strong will and decisive nature, which helped shape the modern American politics. His commitment to acting on his convictions, whether in shrinking the federal government or in his populist approach, showed his dedication to what he believed was right for the nation, even if some of his actions remain controversial today. On the other hand, Calvin Coolidge’s presidency is notable for his fiscal conservatism and belief in smaller government, emphasizing tax cuts and a reduction in national debt. His leadership style was characterized by a quiet determination and an emphasis on efficiency in government operations, which resonates with those who advocate for a more restrained and efficient government. While both presidents were products of their times with legacies that include aspects now viewed critically, their leadership demonstrated qualities like decisiveness, commitment to principles, and a clear vision for their administration. These are qualities I admire and seek to embody in my own approach to leadership—being firm in my principles and efficient in execution, all while ensuring that my actions are in the best interests of those I serve.

The Federalist Papers are an excellent recommendation for someone interested in understanding foundational political philosophy, especially in the context of American governance, these essays were originally published in 1787-1788 to advocate for the ratification of the United States Constitution Explanation of Government Structure. The essays provide a deep dive into the reasoning behind the structure of the U.S. government as laid out in the Constitution. They explain the checks and balances system, the separation of powers, and the federal system of government, which are crucial for preventing the concentration of power and protecting democratic governance.Insights into Political Philosophy: The essays discuss the nature of political factions, the importance of an independent judiciary, and the means by which republican government can serve to temper the dangers of factionalism by balancing interests.Timeless Relevance: The arguments made in the Federalist Papers are not only key to understanding the intentions behind the U.S. Constitution but also continue to be relevant in discussions about federalism, the balance of power, and the role of government in society today.

Integrity: An elected official must be honest and maintain strong moral principles. Integrity builds trust with constituents and ensures transparency in government actions and decisions.

Accountability: Officials must be accountable to the people they serve. This means taking responsibility for their actions and decisions, being open to scrutiny, and being willing to admit mistakes and learn from them.

Communication Skills: Effective communication is crucial. An elected official must be able to clearly articulate policies, listen to constituents' concerns, and communicate complex issues in an understandable way.

Leadership: Strong leadership involves guiding others with vision and ensuring that the government operates efficiently and effectively. It also means being able to build consensus and motivate others towards achieving common goals.

Commitment to Service: A dedication to serving the public and improving the community is fundamental. This involves a long-term commitment beyond personal or political gains.

Knowledge and Expertise: An understanding of the issues affecting their area and the policy implications of decisions is important. Continuous learning and staying informed about new developments and best practices in public governance are also vital.

Adaptability and Resilience: The ability to adapt to changing circumstances and overcome challenges is crucial in governance. Elected officials must be resilient in the face of adversity and flexible enough to adjust their strategies as needed.

I believe my strong communication skills, analytical thinking, integrity, dedication to service, and adaptability are essential qualities that would make me a successful office holder.

Representing Constituents: Roy believes in faithfully representing the interests and needs of all constituents, ensuring that their voices are heard in city governance. This involves actively engaging with the community through meetings, feedback sessions, and other forms of direct communication.

Policy Making: Developing and enacting policies that enhance the quality of life for residents is a key responsibility. Roy is likely to prioritize policies that promote sustainable development, enhance public health, and support family and community growth, reflecting his professional and personal commitments.

Oversight and Accountability: Ensuring that city operations are transparent and accountable is crucial. Roy, with his background in financial management, would emphasize the responsible use of public funds, proper oversight of city projects, and transparency in the decision-making process.

Economic Development: Fostering economic growth and stability within Reno is a critical duty. Roy would focus on creating a business-friendly environment that attracts sustainable investment and good jobs, while also preserving the unique character of the city.

I aspire to leave a legacy that reflects a profound commitment to public service, marked by transformative contributions to the community's well-being and sustainability. My goal is to be remembered as someone who made substantial improvements in local governance, fostering policies that not only spur economic growth but also enhance the quality of life for all residents. This legacy would signify a successful tenure, where I not only addressed immediate challenges but also laid down a sustainable foundation for the future.

One of my favorite books is George Orwell’s 1984. It’s a profound reminder of the importance of transparency, freedom, and the safeguarding of personal liberties in our society. The book offers a powerful exploration of how unchecked governmental power can influence individual lives and community structures. This message underscores my commitment to ensuring that our city's governance remains open, accountable, and deeply connected to the needs of our residents.

Toto, from The Wizard of Oz, might seem like an unconventional choice, but he represents qualities that are essential in leadership. Despite being a small dog in a vast, often intimidating world, Toto consistently shows courage and loyalty. His keen instincts often help Dorothy and her friends avoid danger. Toto's role is crucial in revealing the true nature of the Wizard, reminding us of the importance of transparency and honesty in authority figures.

One significant challenge I've faced in my life was balancing my career in healthcare, particularly in the intense role of a perfusionist, with my responsibilities as a father. This role often required me to be on call for emergencies, demanding immediate and undivided attention, which sometimes conflicted with my family life. Balancing these critical demands taught me the importance of time management, prioritization, and the ability to remain calm and effective under pressure.

Budgetary Powers and Economic Development Initiatives. Beyond general spending decisions, city councils often determine funding for specific initiatives, which can include social programs, infrastructure projects, and public safety measures. The way a city spends its money can influence everything from crime rates to local economic growth.City councils can initiate and support economic development programs, such as tax incentives for businesses, grants for small businesses, and partnerships with local universities or organizations. These initiatives can dramatically shape the economic landscape of a city.

Having previous experience in government or politics is not always beneficial for someone entering a role like a city council member. Coming in without experience offers fresh perspectives and is advantageous because there is innovation and fresh ideas. Newcomers to political office often bring innovative ideas and fresh perspectives that can challenge the status quo and lead to more creative solutions. They may not be as constrained by traditional ways of doing things or existing political alliances. Also, there is a greater focus on community needs. Those new to politics are often very closely tied to their communities and may have a better sense of the immediate needs and concerns of their constituents. Their motivation can stem directly from wanting to address specific issues they have experienced or observed firsthand, rather than broader political ambitions.

City council members benefit from a diverse set of skills that enable effective governance. Strong communication and problem-solving skills are essential for understanding and addressing community issues. Financial acumen and a grasp of legal frameworks help in making informed fiscal and regulatory decisions. Leadership abilities, ethical judgment, and strategic planning are crucial for guiding community development and maintaining public trust. Overall, these capabilities equip council members to lead their communities effectively and respond adaptively to challenges.

By ensuring that financial dealings are open to scrutiny, governments can discourage corrupt practices and respond effectively when they are uncovered.Enhancing Efficiency: Accountability ensures that government officials and institutions are performing their duties effectively and efficiently. Regular audits, performance evaluations, and public reporting can help identify areas where improvements are needed, ultimately leading to better service delivery.
